JOB SUMMARYThis position is a liaison between mayor, council, city manager, city departments, citizens, and outside organization to ensure clear and open lines of communication. MAJOR DUTIES*Acts as a liaison by performing administrative duties such as emails, reports, letters, various filing for office, telephone calls, messages, greeting visitors, and directing calls to appropriate parties between general public and administration*In the absence of the City Clerk, process Alcohol Licenses and Occupational Tax Certificates for the City and ensures compliance with local ordinances. *Operation of the City Clerk's Office in the absence of the City Clerk including preparation of agendas/minutes and attending meetings. *Serves as Grant Administrator; researches and assists in the preparation of grant applications, prepares grant reports, ensures compliance with grant agreements, and coordinates financial record keeping with finance department*Assist in processing employee benefits documents through TPA, retirement documents and HR Risk Management duties *Maintains records on capital projects and grants; coordinates pay requests and correspondence between contractors, engineer, and city manager. *Assist the management team in the compilation of work programs*Provides assistance to the City Manager in the development, implementation and administration of city programs and operations*Assist the City Manager in providing the community with information on a broad range of public services *Schedule and coordinate meetings, luncheons, trainings, travel arrangements, projects, events, receptions, and retreats for City Manager and elected officials *Attend community meetings and events to represent or to make presentations on behalf of the city manager*Serves on various committees, boards and organizations, as assigned.*Processes regulatory permits *Serves as purchasing agent for the department *Maintains and updates information for publishing on city website, social media outlets, and city government channel *Provides Notary Public services for city legal requirements, residents, staff and the general public.*Performs related duties as assignedKNOWLEDGE REQUIRED BY THE POSITION*Knowledge of modern office practices and procedures.*Knowledge of computers and job related software programs.*Skill in operating such office equipment as a computer, calculator, typewriter, copier, and facsimile machine. *Skill in report preparation and records maintenance.*Skill in the provision of customer services.*Skill in public and interpersonal relations.*Skill in oral and written communication.SUPERVISORY CONTROLSThe City Manager and City Clerk assigns work in terms of general instructions. The supervisor spot-checks completed work for compliance with procedures and the nature and propriety of the final results.GUIDELINESGuidelines include customer service policies and procedures, city personnel policies and procedures, and department regulations. These guidelines are generally clear and specific, but may require some interpretation in application.COMPLEXITY/SCOPE OF WORKThe work consists of related administrative and secretarial duties. The need to coordinate the schedules of various parties contributes to the complexity of the position.The purpose of this position is to provide administrative support to the City Manager and Mayor/Council.
